Meeting recruiters and setting up interviews from another state

I have been trying to relocate to the Raleigh area for a while now. I have over 7 years experience in the Biotech industry. Unfortunately it seems that no matter how clear I try to make it in my resumes, I mainly get calls for jobs in my current area around Philadelphia. I am perfectly willing to relocate myself but can't until I have a new job arranged. I am looking for a good way to meet the right contacts and speak with recruiters for opportunities around RTP.
